New recommendation for the introduction of IMD water

From 2022, the installation of an IMD system for domestic hot water is required for new construction of apartment blocks. For existing apartment blocks, the requirement applies to refurbishments that include new installation of domestic hot water or a substantial change to the existing domestic hot water system. For environmental and cost reasons, it is becoming increasingly common to implement IMD systems in existing apartment blocks as well.

The process of negotiating the introduction of IMD water has been time-consuming due to the lack of a common basis to start from. With the new regulations as a basis, the three parties (Fastighetsägarna, Hyresgästföreningen and Sveriges Allmännytta) believe and hope that the joint recommendation will streamline the local negotiations.

The Swedish Property Federation, the Swedish Union of Tenants and the Swedish Public Utility Association have developed general recommendations to facilitate the introduction of IMD water.

Recommendations include:

  • How to ensure a well-functioning tap water system.
  • How to determine normal tap water use before introducing IMD water.
  • Basis for rent adjustment in connection with the introduction of IMD water.
  • Negotiated agreement, including handling of annual price changes.
  • What information should residents receive before the introduction of IMD water.

Requirements for IMD

Since 1 June 2022, a law on energy metering in buildings came into force with regard to domestic hot water. The law states that IMD systems should be installed in the construction of new apartment buildings since 1 June 2022.
